In short: if anyone in the group has no passport, Puerto Rico, and there is nothing to discuss. If the group is six or fewer, or only has a two-night weekend, Puerto Rico again: shorter flights from more cities, no customs, US phones and cards work as at home. If the group is ten or more, has four nights and wants one private house for everyone, a full day on a private boat and a walled city you can walk at night, Cartagena — and it usually comes out cheaper per head, because the house, the boat and the van are billed per unit, not per person. Both are Caribbean; the difference is not the sea, it is the paperwork, the group size and how the bill is built.

The passport decides it before anything else

About 48 out of every 100 Americans hold a valid passport, according to State Department figures compiled by USAFacts. In a group of twelve, expect five or six without one. A first-time passport takes weeks and sometimes months, so if the wedding is close and one groomsman is missing his, Puerto Rico is the only Caribbean answer that does not lose a member of the group. No villa photo changes that, and we would rather say it here than after you have written to us.

Puerto Rico guides published in 2026 put a three-night bachelorette at 850–1,500 USD per person before flights, with a shared rental at 150–350 USD a head for the stay, group catamarans at 60–185 USD a head and private-chef dinners at 116–143 USD a head. Scale that to four nights and it lands around 1,100–1,900 USD per person, and it does not fall as the group grows: every extra guest adds a bed, a catamaran seat and a share of the table minimum.

Where Puerto Rico wins

  • No passport, no customs, no currency. The group lands and is out of the airport in twenty minutes. Nothing in Cartagena beats that.
  • Flights from anywhere. Chicago, Dallas, Denver, Boston, Philadelphia, Charlotte: nonstop to San Juan, often on two or three carriers. Cartagena means a connection for most of the country until the December 2026 openings.
  • A two-night weekend works. With a short flight and no immigration, Friday to Sunday is enough. Cartagena needs four nights to fit the boat day.
  • Small groups. Four to six people do better with a hotel and a shared catamaran than with a house and a private boat.
  • Familiarity. US phone plans, US cards, English everywhere in the tourist areas. Some groups want that; it is a legitimate reason.

Where Cartagena wins

  • One house for everyone. A colonial house inside the walls with a pool and a rooftop, not twelve people across six hotel rooms. It is the thing groups remember.
  • The boat leaves from the city. The private boat departs from the marina ten minutes from the house, no hour's drive to Fajardo, and the whole boat is yours: Cholón, the Rosario Islands, a beach club stop, back by sunset.
  • A walkable night. Rooftop, dinner, bar and club are all within the walls or in Getsemaní, on foot. No taxis between venues, no one getting separated.
  • The bill falls as the group grows. Per-unit billing is the structural reason a sixteen-person trip is usually cheaper in Cartagena, with more included.
  • Price level. Dinners, drinks and tables cost a fraction of Condado or Old San Juan, and every scenario is published in writing before you commit.
