Almost every group weighing these two cities is really deciding one thing. Cartagena is on the Caribbean and Medellín is not. A full day on a private boat, anchored off Cholón with music on and the group in the water, is the thing no other Colombian city can offer — and it is usually exactly what people were picturing when they started planning.

If that image is not in anyone’s head, Medellín is the cheaper and simpler trip. If it is, the comparison is already over.

Why group size changes the answer

Cartagena is billed per unit: the house, the boat and the van cost the same for eight people as for sixteen, so the per-person figure keeps falling as the group grows. Medellín is billed largely per person: covers, tables and drinks scale with every extra guest.

Where Cartagena honestly loses

Groups of four or fewer. The per-unit model works against you.
A two-night weekend. With transfers there is no room for the island day, which is the reason to come at all.
If all you want is a club. El Poblado has more clubs in fewer blocks than anywhere in Colombia.
If the group hates heat. Cartagena is Caribbean all year; Medellín sits in permanent spring, and for some groups that matters more than the sea.
